In short, the DUIMP describes each product to be imported into Brazil using a product catalog. The Brazilian government, through the Brazilian Federal Tax Service and the approval bodies (Anvisa and others), has defined the attributes that must be described for each tariff code (known as NCM in Mercosur and HS in other countries). These attributes must be described for each product model as defined by the manufacturer. The preparation of the catalog is the responsibility of each importer, in isolation.
The implementation schedule published by the Brazilian government is as follows:
- Phase 1
From October 2024, DUIMP will be mandatory for maritime operations.
- Phase 2
In the first half of 2025, Siscomex will be phased out for air transport.
- Phase 3
In the second half of 2025, the schedule for road transportation and operations in the Manaus Free Trade Zone (ZFM) will be completed.
It should be emphasized that without compliance with the DUIMP, products cannot be imported by Brazilian companies, including hospitals, clinics and laboratories, as well as importers and distributors. It is important to note that new attributes may be added to the DUIMP by the Brazilian authorities, even after importers have registered the product catalog. Therefore, the system must be monitored 100% of the time, with the risk of non-acceptance (rejection) of cargo whose products do not meet 100% of the required attributes.
